PhonePe has announced an ambitious expansion strategy aimed at deepening its presence in rural India. The plan focuses on onboarding merchants and building a more robust financial network in underserved regions.

Deployment and Workforce Targets

The company outlined specific operational metrics for the upcoming rollout.

  • Recruitment of more than 20,000 frontline sales personnel to facilitate operations.
  • Deployment of over 50 lakh payment devices, including SmartSpeakers and point-of-sale terminals.
  • Timeline for deployment is set within the next year.
  • Approximately half of the total devices are earmarked specifically for rural areas, including Tier-6 towns and villages.

Framework and Financial Inclusion

The initiative relies on specific regulatory structures and aims to expand access to formal financial products. The strategy is supported by the current Merchant Discount Rate framework and a proposed fund utilizing 5% of MDR collections to drive small-merchant growth.

Newly hired personnel will focus on onboarding merchants, completing KYC processes, and providing ongoing support. PhonePe aims to bridge the gap for small businesses by building a digitally active and KYC-compliant network, potentially enabling access to formal financial services and credit from lending institutions.
