Uttar Pradesh mandates IIT Kanpur, BHU, Roorkee to audit infrastructure projects over Rs 100 crore, ensuring quality and accountability in public works.
The Uttar Pradesh government has mandated third-party quality audits for all infrastructure projects valued at over Rs 100 crore. This initiative aims to ensure high standards and enhance accountability across the state’s public utility works.
Premier technical institutes, specifically IIT Kanpur, IIT-BHU Varanasi, and IIT Roorkee, will conduct these assessments. Their involvement covers critical public utility works, ensuring rigorous evaluation from initiation to completion.
Scope of Infrastructure Audits
The audits will encompass various public utility projects. These include roads, bridges, water supply systems, and sewerage projects.
Regional Oversight by Leading IITs
Each participating IIT has been assigned specific administrative divisions within Uttar Pradesh for its auditing responsibilities. This structured approach distributes the oversight effectively across the state.
IIT Kanpur will oversee projects in the Kanpur, Lucknow, Banda, Prayagraj, Ayodhya, Agra, Jhansi, and Devipatan divisions. IIT-BHU Varanasi is tasked with auditing projects located in the Basti, Gorakhpur, Azamgarh, Varanasi, and Mirzapur divisions. Meanwhile, IIT Roorkee will handle assessments for projects across the Saharanpur, Moradabad, Bareilly, Meerut, and Aligarh divisions.
Mechanism for Enhanced Accountability
The primary goal of this third-party audit system is to provide an independent and objective evaluation of major infrastructure projects. This mechanism is designed to mitigate potential conflicts of interest often associated with internal departmental reviews.
The technical institutes will verify that projects strictly adhere to prescribed technical specifications, safety codes, and environmental standards. Their role spans the entire project lifecycle, facilitating early identification and rectification of technical shortcomings.
This strategic move by the state government is anticipated to significantly enhance quality control and accountability in large-scale public infrastructure endeavors. By engaging independent institutions like the IITs, Uttar Pradesh aims to guarantee that its public works meet stringent engineering and safety benchmarks.
