Understanding the Budget Preparation Timeline

The pre-budget meetings, led by the Secretary (Expenditure), are scheduled to begin on October 12, 2026, extending until mid-November 2026. These sessions are fundamental for outlining the financial framework for the upcoming fiscal year.

Financial Advisers must ensure all necessary details are accurately entered into the Union Budget Information System (UBIS) by October 6, 2026. Hard copies of this data are also required for cross-verification, ensuring data integrity.

Following the completion of these detailed pre-budget discussions, the Budget Estimates for 2027-28, alongside the Revised Estimates for 2026-27, will be provisionally finalized. This step sets the initial spending targets for various government departments.

Provisional expenditure ceilings will then be communicated to the respective ministries and departments. The final expenditure ceilings will be determined after careful consideration of the government’s expenditure priorities and its projected revenue receipts.

The final expenditure figures will be transmitted and reflected within the UBIS system by the end of December 2026 or early January 2027. This marks a critical juncture in solidifying the budget’s spending allocations.
