Streamlined climate risk reporting in the UK financial sector

Key Highlights

UK’s FCA streamlines climate risk reporting for investors, aiming to save £20M annually with clearer, simpler disclosures for retail and institutional clients.

UK Streamlines Climate Risk Reporting

The UK’s Financial Conduct Authority (FCA) is set to simplify climate risk reporting requirements for investment firms. This strategic move is projected to save the industry approximately £20m annually.

The proposals aim to replace the current mandatory product-level disclosures, based on the Taskforce on Climate-related Financial Disclosures (TCFD) recommendations, with a new, streamlined framework.

New Framework for Investors

  • investors will receive simpler, periodic disclosures integrated into general risk communications. These will focus on how climate risks materially affect a product’s financial performance.
  • Institutional clients can directly request specific Scope 1, 2, and 3 greenhouse gas emissions data. This is limited to once per product annually, moving away from comprehensive published reports.

Why the Shift?

An internal FCA review of its 2021 climate reporting rules found significant issues. While the rules encouraged firms to treat climate change as a material financial risk, the detailed TCFD product reports proved overly complex for retail investors, leading to low engagement.

Additionally, institutional investors often bypassed these reports, preferring direct engagement to obtain necessary data. The new changes address these inefficiencies.

Next Steps

The consultation on these new proposals is currently open. Interested parties can provide feedback until July 13, 2026.
