Tiruppur Knitwear Exports: Housing Push for 20% Labor Shortage

Tiruppur Exporters Association urges Tamil Nadu’s 2026 Industrial Policy to include worker housing, aiming to solve a 20% labor gap and boost knitwear exports.
The Tiruppur Exporters Association (TEA) has formally requested that government-backed worker housing be included in the upcoming Tamil Nadu Industrial Policy 2026. This initiative seeks to address a significant 20% labor shortage currently impacting the region’s vital knitwear industry.
The TEA’s proposal centers on developing worker accommodation parks across four key industrial zones within Tiruppur. The ambitious goal is to house one lakh workers, with the initial phase targeting facilities for 25,000 individuals each.

Recognizing the financial constraints of many Micro, Small, and Medium Enterprises (MSMEs) in the cluster, the association advocates for a public-private partnership (PPP) model. Under this structure, the state government would provide land or support, while private entities or industry bodies would manage operations.
Catalysing Export Growth and Job Creation
This housing initiative is deemed critical for capitalizing on India’s recent Free Trade Agreements with 38 countries. These agreements are expected to boost demand and create up to three lakh new jobs, further stressing the existing labor supply.
Beyond Housing: Broader Policy Asks
The TEA has also put forth additional policy recommendations:
• Capital subsidies for technology upgrades and automation to enhance manufacturing efficiency.
• Increased solar capacity limits for businesses.
• Government-backed green subsidies to align with global sustainability requirements and facilitate a shift towards higher-value product manufacturing.
