The Union Cabinet has approved Semicon India 2.0, allocating a significant ₹1.27 lakh crore to advance the nation’s semiconductor ambitions. This second phase marks a strategic shift, moving beyond initial investment attraction to prioritize domestic intellectual property creation, applied research, and equipment supply chains.

Understanding the Strategic Shift

While Semicon India’s first phase primarily aimed at drawing foreign investments, Phase 2 broadens its scope. It now focuses on strengthening various critical areas within the semiconductor ecosystem, including design, fabrication, and advanced packaging capabilities. This comprehensive approach also covers research and development, talent cultivation, and securing essential equipment and materials.

The core challenge for India is to ensure global competitiveness beyond initial incentives. The program seeks to foster an ecosystem for end-to-end chip development, rather than just supporting partial processes like testing or packaging. This ambition hinges on India’s capacity to generate products, intellectual property, and sustained domestic demand.

Pillars of Domestic Competitiveness

A primary focus for India involves fostering commercial semiconductor intellectual property (IP) creation. Modern chip development heavily relies on reusable IP blocks, which currently necessitate expensive licenses from foreign suppliers. Developing foundational domestic IP and building a robust repository of silicon-validated processor, analogue, and accelerator IP is crucial to reduce this external dependency.

Next, applied research is identified as an essential component for long-term growth. India possesses considerable talent, but there is a recognized need for institutions to bridge the gap between academic research and commercial viability. Emulating models like Germany’s Fraunhofer Institutes and Taiwan’s ITRI could translate industry-led research into market-ready technologies, aligning with the National Research Foundation’s objectives.

Furthermore, cultivating robust domestic demand is vital for sustaining the semiconductor ecosystem. The government can play a catalytic role by promoting the procurement of India-designed semiconductor solutions across strategic sectors. India’s ambitious Artificial Intelligence (AI) initiatives, for example, present a powerful engine for indigenous semiconductor innovation and consumption.

Expanding the Supply Chain Horizon

The plan also emphasizes often-overlooked segments that add significant value to the semiconductor supply chain. These include specialized equipment, chemicals, gases, materials, consumables, and precision engineering. Focusing on these areas can open new opportunities for Indian Micro, Small and Medium Enterprises (MSMEs) and deepen India’s integration into global supply chains.

Talent development remains a cornerstone, requiring sustained investment in specialized skills to ensure global competitiveness. Ultimately, the success of Semicon India 2.0 will be measured not just by financial investments. It will hinge on India’s ability to create globally competitive IP, develop innovative products, and establish enduring semiconductor companies.
