Sebi, RRU, and NISM unite to bolster cybersecurity, research, and training in India’s securities market through a new strategic alliance.
The Securities and Exchange Board of India (Sebi) has partnered with Rashtriya Raksha University (RRU) and the National Institute of Securities Markets (NISM) to strengthen cybersecurity within the Indian securities market. This tripartite Memorandum of Understanding (MoU), signed on August 17, 2026, aims to boost research and training capabilities.
A Collaborative Framework for Cyber Resilience
This agreement establishes a long-term collaboration focused on several key areas, including education, training, policy support, and knowledge exchange across the financial sector. The partnership will develop and deliver specialized programs designed for a broad spectrum of participants.
- Jointly designing and delivering training programs, workshops, and certification courses.
- Targeting government officials, regulators, law enforcement, financial institutions, and Sebi-regulated entities.
- Extending reach to academia and the general public to foster widespread cyber awareness.
The curriculum for these programs will cover critical aspects of digital security, addressing both foundational and advanced topics essential for protecting financial infrastructure. This comprehensive approach ensures participants gain practical skills relevant to current threats.
- Secure software development and coding practices.
- API security and Security Operations Centre (SOC) training.
- Vulnerability assessment and penetration testing.
- Emerging technologies such as artificial intelligence (AI) and quantum computing.
Beyond individual courses, the collaboration will also facilitate structured academic and professional development pathways. This involves creating recognized qualifications and a centralized resource for expertise.
- Offering degree, diploma, and certification programs for industry professionals.

Introducing the Technical Innovation Unit (TIU)
A significant component of this MoU is the proposed establishment of a Technical Innovation Unit (TIU), which is envisioned as a central command center for the securities market. This unit will drive joint operations, research, and innovation to address evolving cyber threats effectively. The TIU plans to leverage open-source intelligence (OSINT) technologies, a methodology pioneered by Rashtriya Raksha University (RRU), to enhance its analytical and operational capabilities.
