A parliamentary panel has recommended that the Defence Research and Development Organisation (DRDO) promptly finalize and notify clear, measurable Key Performance Indicators (KPIs). This directive aims to enhance accountability across various operational aspects.

Defining Performance Metrics for Defence Research

The panel emphasized that these KPIs must encompass crucial elements to ensure comprehensive evaluation of DRDO’s projects and processes. This framework seeks to provide a transparent benchmark for progress.

Beyond performance metrics, the committee also addressed internal HR mechanisms, acknowledging DRDO’s equal opportunity for women employees and existing grievance redressal. It suggested reinforcing the complaint mechanism and strictly adhering to the Standard Operating Procedures (SOPs) under the Prevention of Sexual Harassment (POSH) Act.

Oversight on Project Execution and Welfare Initiatives

The parliamentary body expressed appreciation for the Internal Complaints Committee (ICC), She-Box, and nodal officers in labs for their timely handling of POSH Act complaints. It further requested updates on DRDO’s strategies to ensure timely project completion, proper fund utilization, and the prevention of cost overruns.

Regarding the welfare of ex-servicemen, the committee noted the Ministry’s initiatives but reiterated its call for a comprehensive study. This study would explore additional welfare avenues for children, wards, and widows of armed forces personnel.

Strategic Investment in Defence R&D and Youth Cadre

Commending the special increase in the defence capital budget following Operation Sindoor, the panel urged the government to progressively increase the defence R&D budget over the next five years. Such sustained investment is critical for achieving technological self-reliance and global competitiveness for India’s defence industry.
