Odisha secures 5th place in NITI Aayog’s Investment Friendliness Index (IFI) with a 52.4 score, highlighting its strong policy framework and investment appeal.
Odisha has secured the fifth position in NITI Aayog’s inaugural Investment Friendliness Index (IFI), achieving an overall score of 52.4. This recognition places the state among a select group of ‘top performers’ alongside Gujarat, Maharashtra, Tamil Nadu, and Goa, highlighting a broader structural pattern in India’s economic federalism where proactive governance translates into measurable investment appeal.
The IFI, a pioneering initiative by NITI Aayog, serves as a critical analytical framework to benchmark states and Union territories based on their comprehensive investment ecosystems. It operates on the first-principle understanding that investment decisions are influenced by a multitude of factors, not just singular incentives. By evaluating performance across eight distinct pillars—infrastructure, business climate, resources, government policy, regulatory ease, institutional environment, financial health, and environmental resilience—the index provides a holistic view of a state’s structural readiness for capital deployment.
Chief Minister Mohan Charan Maji and Industries Minister Sampad Chandra Swain have attributed Odisha’s notable ranking to the government’s steadfast commitment to transparent governance, industry-friendly policies, and efficient service delivery. This narrative aligns with the IFI’s design, which rewards states for establishing predictable and supportive operational environments for businesses. Odisha’s score of 52.4 is not merely a number; it is a data-driven reflection of sustained policy reforms and infrastructure development efforts.
The mechanism at play here is competitive and cooperative federalism, a core tenet of the IFI. States are incentivized to enhance their investment climate not only to attract capital but also to improve their standing relative to peers. Odisha’s consistent focus on areas like ease of doing business and investor facilitation represents a deliberate strategic choice to address these foundational pillars, thereby strengthening its structural investment proposition. This approach fosters an environment where policy intent translates into tangible improvements across the economic landscape.
While an index ranking provides a snapshot, the underlying implication for policymakers is clear: sustained attention to these eight pillars is crucial for long-term economic development. Odisha’s achievement underscores the earned conviction that a comprehensive, framework-driven approach to governance, rather than ad-hoc measures, is the most effective path to establishing a leading investment destination. This sets a precedent for how other states might strategically align their developmental agendas to attract and retain capital in an increasingly competitive environment.
