NTT, SK, Chunghwa, DBJ Launch $500M AI Fund for IOWN

Executives from global tech and finance firms discuss AI investment strategies in a dynamic office.
Key Highlights
NTT, SK Group, Chunghwa Telecom, and DBJ launch a $500M IOWN AI Fund to accelerate AI tech and expand the IOWN ecosystem globally, managed by Catalight Capital.
Japanese telecom giant NTT, South Korea’s SK Group, Taiwan’s Chunghwa Telecom, and the Development Bank of Japan (DBJ) are collaborating to launch a substantial $500 million IOWN AI Fund. This strategic initiative is poised to catalyze the development of cutting-edge artificial intelligence technologies and significantly foster the IOWN ecosystem, ultimately unlocking new business opportunities across global markets.
To manage this ambitious fund, Catalight Capital, Inc. will be established as a dedicated fund management company. It will operate with dual operational hubs strategically located in Silicon Valley and Tokyo. This global structure will enable Catalight Capital to effectively identify and nurture promising startups, primarily focusing on North America, but also extending its reach to Asia and Europe. The company plans to leverage its local investment activities and extensive global network to support these ventures.
The IOWN AI Fund’s investment strategy will encompass companies across various growth stages, with a particular emphasis on mid-stage companies. This targeted approach is designed to support the practical application and successful commercialization phases of advanced technologies. The aim is to ensure consistent sourcing of innovative solutions, facilitate their real-world deployment, and enable their eventual scaling within the market. Through these concerted efforts, the fund seeks to significantly enhance AI infrastructure in conjunction with IOWN and broaden industrial prospects by fostering the creation of innovative services and business models.
The initiative has already garnered substantial interest from numerous companies across Japan, the United States, and Asia. This includes key participants in the IOWN Global Forum and various influential Japanese financial institutions, underscoring the broad appeal and strategic importance of the fund.
Evolving AI Infrastructure Needs
The article highlights a recent and significant shift in AI utilization. The focus is moving from traditional large-scale model training towards sophisticated inference applications that demand real-time performance and highly individualized optimization. This critical shift is being driven by rapid advancements in fields such as Physical AI and Agentic AI.
This evolving demand for AI infrastructure is expanding beyond hyperscalers to encompass a diverse range of industries, including financial institutions and automotive companies. As a result, AI infrastructure itself is expected to evolve from its current centralized public data center model to more distributed architectures. These new architectures will incorporate medium-sized edge data centers, bringing computing closer to the point of data generation and use.
Given the increasing global constraints on power supply, there is a critical and growing need for distributed optical AI data centers. These facilities, connected by advanced optical networks, must be capable of efficient and flexible computing resource utilization. In this rapidly evolving technological landscape, IOWN’s role in optimizing networks, computing, and power in an integrated manner is becoming increasingly vital. Related technologies, especially photonics-electronics convergence, are emerging as key growth areas for next-generation AI infrastructure, promising enhanced efficiency and performance.
Fund’s Strategic Investments
The IOWN AI Fund is specifically designed to capitalize on these transformative trends in the AI and infrastructure sectors. It will invest in a broad spectrum of advanced technologies, with a strong focus on IOWN-related areas. These include foundational technologies such as photonics, advanced semiconductors, and innovative packaging solutions, alongside power optimization techniques and distributed computing platforms. The fund will also target cutting-edge AI software and diverse applications.
A core objective of the fund is to promote strong partnerships between its investors and portfolio companies. This collaborative approach will facilitate business development initiatives and collaborative sales efforts for new services and products. By integrating their respective technologies and capabilities, the fund seeks to construct a robust and synergistic new business ecosystem.
The fund’s investment strategy is comprehensive, spanning various technological layers. This includes core IOWN-related technologies such such as Photonics Technologies, advanced AI Processors and Advanced Packaging, Light Source and Modulators, and sophisticated Management technology for distributed AI infrastructure. Furthermore, it will invest in crucial software components, AI models and inference technologies, as well as a wide array of applications and services. By organically connecting these diverse layers, the IOWN AI Fund aims to comprehensively build and strengthen the IOWN ecosystem, driving innovation and growth. With over 20 companies worldwide already expressing interest in becoming investors, the fund is projected to successfully reach its target size of approximately $500 million.
