India-Romania Mobility Pact for Skilled Workers Progresses

India and Romania advance a Mobility Partnership Agreement to boost skilled professional movement, a key outcome from President Murmu’s state visit.
India and Romania are actively developing a Mobility Partnership Agreement (MPA) to enable the movement of skilled professionals between the two nations. This initiative formed a central part of discussions during President Droupadi Murmu’s recent state visit to Romania.
The proposed agreement aims to facilitate mutual benefits through talent exchange, addressing specific demand for Indian human resources in Romania. Sibi George, Secretary (West) in the Ministry of External Affairs, confirmed the significance of these talks.
Expanding Bilateral Cooperation
Beyond professional mobility, the discussions covered a wide array of cooperative areas, solidifying the bilateral relationship. These include:
- Promotion of trade, technology, tourism, and talent.
- Digital Public Infrastructure, with President Murmu inviting Romania to consider India’s **Unified Payments Interface** (UPI).
- Defence cooperation, encompassing defence manufacturing, industrial collaboration, technologies, maritime security, and cybersecurity.
- Indian companies exploring co-development and co-production opportunities in defence, specifically in civil and defence aeronautics and next-generation drone technologies.
- An existing partnership between an Indian company and a Romanian firm for **explosive production**.
Romania, as a member of the European Union, offers significant avenues for Indian companies to produce goods for its domestic market and the broader European market. Its geostrategic position as a key **Black Sea state** and a logistics hub makes it a potential gateway for Indian businesses into Europe.
Discussions during the state visit also included cooperation in the fight against terrorism, where Romania reiterated its support for India. This highlights a commitment to a comprehensive partnership across diverse sectors.
Fostering a Forward-Looking Partnership
The state visit marks a pivotal step in India-Romania relations, aiming to build a modern and comprehensive partnership. This includes collaboration in trade, investment, renewable energy, IT, critical minerals, healthcare, education, and culture.
