IBM & Sarvam Partner for India’s Sovereign AI Growth

IBM and Sarvam join forces to boost sovereign AI adoption in India, empowering government and regulated enterprises with enhanced data control and local AI capabilities.
IT major IBM and Indian AI firm Sarvam have announced a strategic partnership to accelerate the development and adoption of sovereign Artificial Intelligence technologies across India. This collaboration is specifically aimed at serving central and state governments, public sector organizations, and other regulated industries within the country.
The initiative integrates IBM Sovereign Core, a software solution designed to provide robust control over data and governance, with Sarvam’s sovereign AI stack. Sarvam’s stack features advanced reasoning models and India-first language and voice AI, which has been trained locally from the ground up.
Empowering Control and Operational Scale
Sriram Raghavan, General Manager, IBM Software, India and Software Innovation Lab, highlighted that sovereign AI is not merely about where AI operates. He stated it is about empowering organizations with control over its governance, deployment, and operation.
The partnership seeks to help organizations operationalize sovereign AI, moving from experimental stages to achieving production-scale outcomes. This reflects a clear strategic alignment to transition advanced AI capabilities into practical, large-scale applications.

The collaboration will focus on practical use cases designed to enhance public service delivery and administrative efficiency. The ultimate goal is to facilitate the delivery of secure, multilingual, and voice-enabled government-to-citizen services on a large scale.

As part of this agreement, the IBM GovTech AI Innovation Center located in Lucknow will function as a joint incubation and demonstration hub. Pratyush Kumar, Co-founder of Sarvam, emphasized the importance of sovereign AI operating seamlessly within existing government and enterprise systems. He stated that their AI stack, built upon IBM’s Sovereign Core, will enable citizens to access benefits or resolve grievances in their native language through simple phone calls.
