Haryana MSME Policy: Boosts Exports & Streamlines Business

Haryana’s new MSME policy is set to boost exports with increased freight subsidies and streamline business operations, revitalizing industrial growth.
The Haryana government is preparing to launch a new Micro, Small and Medium Enterprises (MSME) policy, which is currently awaiting cabinet approval. Championed by Chief Minister Nayab Singh Saini, this initiative aims to significantly boost the state’s MSME and export sectors by enhancing the ease of doing business and modernizing industrial areas.
Enhancing Export Competitiveness
A key feature of the proposed policy is a substantial increase in export freight subsidy, providing a stronger incentive for businesses. These measures are designed to support exporters in reaching global markets more effectively.
- The annual limit for export freight subsidy will rise from Rs 10 lakh to Rs 30 lakh per unit.
- Industries exporting over 80% of their production will receive special recognition on the upcoming ‘Udaan Dwar Portal’.
Streamlining Business Operations and Support
To further support traders and streamline administrative processes, the policy includes several provisions. These aim to mitigate risks for small businesses and accelerate critical certifications and incentive disbursements.
- More affordable insurance products will be offered through an expanded ‘Mukhyaministri Vyapari Kshatipurti Yojana’, covering fire, theft, and natural disasters.
- Land feasibility certificates will be issued within 45 working days.
- For incentive applications, 50% of the eligible amount will be disbursed within seven working days after initial review.
- The remaining incentive will be paid within 45 days following detailed verification, with an 8% annual interest applied to delayed payments by the industries department.
Industrial Area Rejuvenation and Expansion
Chief Minister Saini emphasized Haryana’s ambition to position its industries on the global stage, citing Yamunanagar’s role as India’s plywood capital. To revitalize and transform industrial areas into world-class hubs, the state has established a special fund.
- A special fund named SAKSHAM has been created to rejuvenate industrial areas.
- It received an initial allocation of Rs 500 crore in the Budget 2026-27.
- This fund will support industrial renewal projects, including those in Yamunanagar.
Addressing the high cost of industrial land, the government has also introduced a land-on-lease policy. Furthermore, a master plan is being developed to revive Jagadhri’s metal industry, supported by subsidies for industrial infrastructure.
- Industrial plots are now available on long-term leases, with an option for conversion to freehold ownership.
- A metal and general park is under development at Manakpur, with a revised layout to create over 900 plots for the metal industry.
