India’s Goods and Services Tax (GST) implementation has substantially enhanced state government tax revenues and improved tax buoyancy, according to analysis by India Ratings and Research (Ind-Ra). This fiscal strengthening coincides with strong performance in the services sector, where 16 sub-sectors recorded positive growth in May 2026.
Ind-Ra’s study of 26 states revealed a significant increase in tax buoyancy post-GST. This metric, which measures how tax revenue responds to changes in economic growth, saw a marked improvement.
GST’s Impact on State Finances
The tax buoyancy for 26 states rose considerably after GST’s introduction. This indicates a more efficient and responsive tax collection system.
- Tax buoyancy increased to 2.9 during FY18-FY26 (post-GST implementation).
- This marks a substantial rise from 0.6 recorded in FY14-FY17.
Maharashtra secured the highest share of state taxes following GST’s launch on July 1, 2017. This strong performance was primarily supported by robust domestic consumption and a substantial services sector within the state.
Services Sector Expansion in May 2026
In parallel economic developments, the Ministry of Statistics & Programme Implementation (MoSPI) published its second Trial Index of Services Production (ISP). The report highlighted broad-based growth across the services economy.
- 16 out of 19 service sub-sectors registered positive growth in May 2026 compared to May 2025.
- 8 of these sub-sectors achieved double-digit year-on-year growth.
Several key sub-sectors led this expansion, demonstrating significant year-on-year increases. This widespread growth underscores a dynamic and recovering services economy.
- Accommodation and Food saw a 27.4% growth.
- Real Estate expanded by 17.7%.
- Retail Trade recorded a 13.3% increase.
- Banking grew by 12.1%.
- Telecommunications rose by 11.8%.
- Warehousing and support activities for transportation also showed strong growth.
