The Indian government has unveiled a comprehensive four-step administrative strategy aimed at resolving the increasing backlog and processing delays for higher pension applications under the Employees’ Pension Scheme (EPS).
This initiative from the Employees’ Provident Fund Organisation (EPFO) directly addresses the significant volume of claims that emerged following a landmark Supreme Court judgment in November 2022.
The Supreme Court ruling confirmed the right of eligible employees to contribute to their pension based on their actual salary, rather than the previous statutory wage ceiling of Rs 15,000 per month. This change led to a sudden surge in applications, creating administrative challenges such as discrepancies in contribution records and delays in employer validations across regional offices.
Streamlining the Application Process
To enhance coordination and expedite claim processing, the EPFO has implemented several key administrative interventions:
1. **Online Joint Option Submission Portal:** A new digital portal now allows eligible pensioners and active members to submit their Joint Option applications online. This system centralizes application submission and tracking, moving away from paper-based methods.
2. **Systematic and Rigorous Verification Protocols:** The EPFO has established standard operational guidelines to ensure the financial accuracy and timely processing of past contribution records. This involves a structured cross-verification process between employer submissions and the EPFO’s internal database to confirm wage patterns.
3. **Binding Directives to Regional Offices:** Clear instructions have been issued to Zonal and Regional EPFO offices, mandating the timely settlement of higher wage pension applications. Regional managers are now empowered to resolve local employer discrepancies and accelerate claim clearances within specified timelines.
4. **Routine Progress Monitoring via Video Conferences:** Senior EPFO leadership conducts frequent video conferences with Zonal and Regional heads to maintain accountability and address bottlenecks. These sessions monitor disposal statistics, identify procedural issues, and provide real-time guidance to offices falling behind processing targets.
This multi-pronged approach seeks to improve operational efficiency and ensure that eligible beneficiaries receive their higher pensions without undue delay, aligning with the Supreme Court’s directive.
