GOBARdhan Scheme: ₹23,731 Cr for Clean Fuel & Reduced Imports
By ThePip Desk
India approves GOBARdhan scheme with ₹23,731 Cr outlay to convert organic waste into Compressed Biogas, boosting clean fuel production and cutting gas imports.
The Indian government has officially approved the GOBARdhan (Galvanizing Organic Bio-Agro Resources Dhan) scheme, allocating a substantial ₹23,731 crore for its implementation. This initiative, set to run from FY 2026-27 to FY 2035-36, aims to convert various organic waste materials into clean fuel, specifically Compressed Biogas (CBG).
This strategic move directly addresses India’s considerable reliance on natural gas imports, which currently fulfill approximately half of the nation’s total requirement. By transforming abundant organic waste, often left unutilized or burnt, into CBG—a fuel chemically identical to natural gas—the GOBARdhan scheme seeks to bolster energy security and significantly reduce import expenditures.
Driving India’s Energy Shift
- The scheme allocates ₹23,731 crore over ten fiscal years.
- It targets implementation from FY 2026-27 to FY 2035-36.
- The goal is to reduce natural gas imports by converting cattle dung, crop residue, and kitchen leftovers into clean fuel.
The GOBARdhan scheme operates through a comprehensive framework of six key support mechanisms designed to facilitate the establishment and operation of CBG plants nationwide. These mechanisms ensure viability and growth for the emerging clean fuel sector.
Understanding GOBARdhan’s Support Mechanisms
- Guaranteed Buyers: City gas companies are mandated to purchase an increasing share of CBG, starting at 3% in 2026-27 and rising to 5% by 2028-29.
- Stable Pricing: A fixed purchase price of ₹2,110 per MMBTU is guaranteed for at least ten years.
- Capital Support: New plants receive upfront capital support of up to ₹2 crore per tonne per day capacity.
- Pipeline Connectivity: Funds are provided to establish essential pipeline infrastructure.
- Loan Access: A credit guarantee covers up to 85% of eligible loans for diverse entities, including MSMEs and women entrepreneurs.
- Challenge Fund: District-level support identifies waste sources, builds collection infrastructure, and trains personnel.
As of August 2026, India already possesses an active biogas ecosystem, providing a foundation for the GOBARdhan scheme’s expansion. Over the next decade, the initiative is poised to deliver substantial economic and environmental benefits.
Projected Economic and Environmental Impact
- Foreign Exchange Savings: Over ₹40,000 crore saved by reducing gas imports.
- GDP Contribution: An estimated ₹75,000 crore added to India’s Gross Domestic Product.
- Job Creation: Approximately 1.5 lakh jobs generated across the value chain.
- Fossil Fuel Displacement: 10 million tonnes of fossil fuel displaced.
- Organic Fertilizer Production: 250 million tonnes of organic fertilizer produced.
- CO₂ Emission Prevention: Over 40 million tonnes of CO₂ emissions prevented.
The Ministry of Petroleum and Natural Gas spearheads this ambitious scheme, collaborating closely with the Ministry of Jal Shakti and the Ministry of Chemicals and Fertilizers. For the average Indian citizen, GOBARdhan promises cleaner villages and towns, more stable fuel prices, new rural employment opportunities, and a significant step towards cleaner energy sources.
