India’s Spam Crisis: TRAI Launches New Call Series Amidst Surge

India is currently grappling with a significant spam crisis, with phone users reporting up to five unwanted calls daily. Government data indicates a sharp increase in unsolicited commercial communication (UCC) complaints, escalating from 10.83 lakh to 31.09 lakh in 2025.
Telecom operators recorded a substantial 24.4 billion spam calls and messages between April and June, highlighting the scale of the challenge. The Telecom Regulatory Authority of India (TRAI) previously introduced special phone numbers for business calls, which inadvertently caused confusion and led to legitimate calls being disregarded.

The proliferation of spam is largely attributed to the exploitation of technology and existing regulatory loopholes. A TRAI report from early August noted that a significant volume of promotional calls originated from the 140 series.
Regulatory Response and New Measures
In a move to address the escalating issue, TRAI has rolled out a new 1601-series specifically for service and transactional calls. This series will cater to sectors such as utility, courier, and logistics.
The existing 1600 series is now exclusively designated for the Banking, Financial Services, and Insurance (BFSI) sector and government entities. These measures aim to simplify the identification of legitimate calls and combat impersonation and fraud.

Enforcement Actions and AI Interventions
During the first quarter of FY27 (April-June), TRAI implemented stringent actions against violators. This included penalizing a substantial number of telecom resources and blacklisting senders.
The regulatory body received 1.085 million UCC complaints, leading to temporary barring for initial violations and year-long disconnections for repeat offenders. Additionally, thousands of SMS headers were blocked.

Telecom service providers have deployed AI-based systems to identify suspected spam. These systems flagged billions of incoming calls and SMS messages, subsequently issuing numerous warning notifications since June 23.
DND Effectiveness and Subscriber Vulnerability
Do Not Disturb (DND) preferences have proven effective in blocking a significant volume of unwanted communications. Billions of promotional calls and SMS were successfully blocked through this mechanism.
However, a substantial number of subscribers have not registered any preference in the DND registry. This leaves over 1.12 billion subscribers vulnerable to unsolicited commercial communications.

Union Minister Chandra Sekhar Pemmasani informed the Rajya Sabha that user-registered complaints against unregistered telemarketers have steadily increased. Between January and June this year, 17,21,582 complaints were received, with only a fraction formally reported by users.
