This strategic pivot is essential to manage an expected population boom, with Delhi’s residents projected to increase from 2.26 crore to 3.20 crore by 2047.

The comprehensive plan seeks to mitigate mounting pressures on critical areas such as housing, employment, transportation, air quality, water resources, and the overall quality of life for its inhabitants.
Transforming Urban Development
A central tenet of the Master Plan involves a robust emphasis on redevelopment and high-rise housing initiatives. This approach promotes multi-storey buildings and higher-density development, efficiently accommodating more people within Delhi’s existing urban footprint.
Additionally, 70 new villages in Delhi have been designated for development, aiming to establish fresh residential and commercial hubs across the region.
Redeveloping Existing Colonies
Existing DDA colonies and Cooperative Group Housing Societies (CGHS) from the 1970s and 1980s, which frequently contend with aging infrastructure, are slated for significant redevelopment.
- This provision allows a 50% increase in construction, equivalent to 1.5 times the existing Floor Area Ratio.
- Developers will finance the reconstruction through the sale of new flats.
- Implementation requires approval from the respective Resident Welfare Association (RWA).
The plan also relaxes certain development rules around the Yamuna floodplain to facilitate stalled projects, while still upholding environmental considerations. Furthermore, multiple combined leasehold plots can automatically convert to freehold properties upon clearing outstanding dues, thereby enhancing ownership rights for long-term residents.
Prioritizing Affordable Housing
Affordable housing forms a cornerstone of the Master Plan, with specific areas around major public transport hubs, including Metro and RRTS stations, designated for high-density development.
- 65% of the residential space in these key areas will be reserved for smaller homes.
- These smaller homes are defined as under 60 square meters, or 645 square feet.
This ensures that accessible housing options are available in well-connected locations that typically command higher property values, aligning with the overarching goal to effectively manage Delhi’s expanding population and elevate living standards citywide.
