Central government employees in official residence
Key Highlights
Married Central Government employees in official housing cannot both claim House Rent Allowance (HRA). Parliament confirms existing policy, clarifying eligibility for government accommodation.
The Indian government has no plans to alter the existing House Rent Allowance (HRA) rules for married Central Government employees who reside together in official accommodation. This clarification came recently in Parliament, reaffirming the long-standing policy.
Understanding HRA Eligibility
House Rent Allowance is a specific component of salary designed to assist employees with rental costs. It is fundamentally intended for those who have not been provided government housing by their employer.
HRA Rules for Married Central Government
The policy outlines clear conditions regarding HRA eligibility when both spouses are employed by the Central Government. The critical factor is whether the family is considered to have official housing.
- If both spouses are Central Government employees working at the same station.
- One spouse is officially allotted government accommodation.
- The family is then considered to have official housing provided.
- Consequently, the other spouse becomes ineligible for HRA, as no rental expenditure is incurred by the family.
This reaffirmation was provided by Minister of State for Finance Pankaj Chaudhary in Parliament, responding to a question from Rajya Sabha MP Sumitra Balmik.
No Policy Review Under Consideration
The government has explicitly stated that it has not received any requests from employees or their associations to review this existing policy. Therefore, the current HRA rules will continue to be enforced without alteration.
The parliamentary statement thus confirms the steadfast application of these HRA provisions for central government personnel.
