The 8th Pay Commission has not yet submitted its report to the government, a fact confirmed by Parliament on Monday, August 10. Extensive consultations are currently underway with various employee unions, service associations, and pensioner organizations across India.

These discussions are vital for finalizing recommendations on critical elements like the fitment factor and minimum pay, which currently remain undecided. The Commission aims to present its comprehensive proposals within 18 months of its constitution.

Commission’s Mandate and Structure

Constituted on November 3, 2025, and led by former Supreme Court Justice Ranjana Prakash Desai, the Commission’s broad mandate covers significant aspects of central government employment. This includes pay revision, allowances, pension, family pension, and overall service conditions.

The scope extends to approximately 35.77 lakh central government civilian employees and around 33.76 lakh pensioners, explicitly excluding defence personnel. While interim reports on specific finalized matters are possible, the government has not yet set an effective date for implementing the Commission’s proposals.

Key Demands and Consultations

A notable proposal comes from the Indian Railways Technical Supervisors’ Association (IRTSA), which advocates for a minimum pay of Rs 52,600. This figure is calculated using a 2.92 fitment factor, aiming to address contemporary household expenses including internet, bottled water, and medical insurance.

The IRTSA also seeks a 5 percent annual increment and adjustments to the career structure for technical supervisors. These demands aim to significantly enhance the livelihoods of employees and their families, reflecting current economic realities.

Consultations recently concluded in Delhi, with further meetings strategically scheduled across the country. These include Chennai (September 7-8), Puducherry (September 9), Chandigarh (September 16-18), and Jaipur (August 31-September 1).

Government Submissions and Timeline

Government ministries and departments have also actively participated, submitting detailed information through the Commission’s online portal. This data covers employee details, existing pay structures, allowances, vacancies, and financial implications of potential revisions.

The deadline for these crucial submissions was extended to July 31 and has now passed, providing the Commission with essential data for its assessment. Employees can tentatively anticipate the Commission’s final report to be presented around May-June 2027.

It is important to remember that figures like the Rs 52,600 minimum pay, while significant demands, remain proposals. They will not become approved salary figures until the consultations are complete, recommendations are finalized, and the government grants its approval.
