By ThePip DeskDelhi’s Low Debt Burden: A Fiscal Snapshot

Delhi leads India with the lowest state debt burden at 1.3% of GSDP (2024-25), while Arunachal Pradesh faces the highest at 57.0%. Explore fiscal disparities.

Delhi has reported the lowest debt burden among Indian states and Union Territories, with outstanding liabilities at just 1.3% of its Gross State Domestic Product (GSDP) for the 2024-25 Budget Estimates. Conversely, Arunachal Pradesh registered the highest debt burden, reaching 57.0% of its GSDP.

Understanding State Debt Burden

A state’s debt burden is calculated by expressing its outstanding liabilities as a percentage of its GSDP. This metric offers a clear snapshot of a state’s accumulated debt relative to the size of its economy.

Delhi’s outstanding liabilities stood at merely 1.3% of its GSDP, placing it significantly ahead. Odisha followed as the second-ranked state, with its debt burden at 16.3%.

At the other end of the spectrum, Arunachal Pradesh recorded the highest debt burden at 57.0% of GSDP. Punjab was close behind at 46.6%, with Himachal Pradesh also showing a substantial 45.2%.

Implications for State Fiscal Health

A higher debt burden generally indicates greater accumulated debt pressure on a state. This situation can significantly limit its capacity to fund other critical priorities and future development initiatives.

Conversely, a lower outstanding liabilities-to-GSDP ratio signals a healthier fiscal position. Such states possess more financial flexibility relative to their economic output.

Important Distinctions and Data Basis

It is crucial to understand that this debt burden ranking does not represent an overall assessment of a state’s complete financial health. States can demonstrate strong performance in certain fiscal indicators while facing challenges in others.

Furthermore, these figures are derived from the 2024-25 Budget Estimates. These are projections made during the budget preparation phase and may differ from the final audited accounts.
