Coal India Ltd launches CIL Global Pte. Ltd. in Singapore to acquire overseas critical mineral assets, marking a key diversification strategy.

State-run Coal India Ltd (CIL) has formally established CIL Global Pte. Ltd. in Singapore, a wholly-owned subsidiary aimed at aggressively pursuing overseas critical mineral assets. This strategic move, incorporated on August 24, marks a significant diversification beyond the company’s traditional coal operations.

The new entity is tasked with identifying and developing opportunities to acquire critical mineral assets abroad, managing international investments, and providing the necessary structural flexibility for future acquisitions. CIL has initiated this venture with an initial equity investment of S$500,000, subscribing to 500,000 shares at S$1 each.

Expanding Global Reach

This initiative aligns with CIL’s earlier plans to set up subsidiaries in both Singapore and Chile during the current financial year. CIL CMD B Sairam noted that the Singapore platform would facilitate collaborations, particularly with Australian mining operators.

  • Critical Minerals: The focus includes critical minerals, rare-earth elements, copper, and coking coal.
  • Collaborations: Partnerships with Australian mining operators are currently in the due diligence phase.
  • Value Chain Management: The subsidiaries are also expected to manage the entire value chain, covering processing, logistics, and market linkages.

Domestic Mineral Push

Concurrently, CIL is intensifying its domestic focus on critical minerals and rare earths, having secured four mineral blocks through Ministry of Mines auctions. These acquisitions include two critical-mineral blocks and two rare-earth element blocks, signaling a comprehensive strategy for resource expansion.

Among these, the Oranga-Revatipur graphite and vanadium-bearing block in Chhattisgarh stands out as a key domestic project. Mining operations are projected to commence within three to four years, demonstrating a clear timeline for resource extraction.

Key Financial Commitments

  • Oranga-Revatipur Investment: An estimated investment of ₹430 crore is earmarked for the Chhattisgarh project.
  • Projected Revenue: This block is anticipated to generate ₹2,500 crore in revenue over a 10-year mine life.

Further exploring domestic opportunities, CIL is also investigating beach sand minerals under the Centre’s proposed rare-earth corridor, which spans Andhra Pradesh, Kerala, Odisha, and Tamil Nadu. The incorporation of the Singapore subsidiary received essential approvals from both the Ministry of Coal and the Department of Investment and Public Asset Management, underpinning its strategic importance.
