Bihar State Power Transmission Co. Ltd (BSPTCL) plans a ₹1,000 crore IPO to fund a ₹16,194 crore expansion, aiming to be India’s first state-owned utility to list.

Bihar State Power Transmission Co. Ltd (BSPTCL) is preparing an Initial Public Offering (IPO) to raise at least ₹1,000 crore, potentially becoming India’s first state-owned power transmission utility to go public. Punjab National Bank’s investment advisory arm will manage the pre-IPO process for the company.

The utility has shown strong financial performance, with significant profit and revenue growth in the last fiscal year. This financial health underpins its move towards public listing.

Key Financials & Ownership

  • Net profit for FY25 reached ₹286 crore, a substantial increase from ₹49.5 crore in the prior year.
  • Revenue grew by 47% to ₹1,785 crore.
  • Total assets stood at ₹21,112 crore as of March 31, 2025, against liabilities of ₹6,471 crore.
  • The Bihar government, through Bihar State Power (Holding) Co., currently holds 100% ownership.

The IPO structure is expected to involve both new share issuance by BSPTCL and an offer for sale from the Bihar government. Capital from new shares will finance a significant ₹16,194-crore expansion project.

Demand & Infrastructure Growth

  • Bihar’s peak power demand hit approximately 8,800 MW in 2025.
  • Demand is projected to increase to 9,500 MW in 2026.
  • Estimates suggest demand could surpass 13,000 MW by 2030, driven by industrial and commercial expansion.

This investment aims to bolster the state’s electricity transmission network and enhance power corridor stability for Bihar’s escalating consumption. A successful public listing could introduce private capital, easing state government financial strain for future infrastructure initiatives.

Investors will closely monitor BSPTCL’s pre-IPO evaluation, capital structure, regulatory filings, and the final offer terms. Future developments related to the expansion project and shifts in state power demand patterns will serve as critical indicators for the company’s long-term growth and operational efficiency.
