Bihar Aims for 4x Economic Growth & 10M Jobs by 2026

Bihar Chief Minister Samrat Choudhary, speaking at The Economic Times World Leaders Forum 2026, unveiled an ambitious strategy to achieve a fourfold increase in the state’s economy and create 10 million jobs over the next four years.

This comprehensive vision, encapsulated by the slogan ‘Build Bihar, Believe in Bihar,’ focuses on industrial transformation and restoring Bihar’s historical prominence as a hub for trade, education, and governance.

The state government has shifted its strategic focus towards attracting significant industry and investment, aiming to create widespread employment opportunities.

Enabling Investment Through Policy

New policies have been introduced to cultivate an environment conducive to both domestic and international investors. Specifically tailored policies for sectors like Semiconductors and Global Capability Centres (GCCs) were launched this year.

Bihar plans to leverage its dense population, rapid technology adoption, and skilled workforce to present a robust consumer market and a substantial labor pool for industries.

Governance and Infrastructure Foundations

Good governance forms a critical pillar of this development agenda, demonstrated by the ‘Sahyog Grievance Redressal Program.’

This program has successfully addressed 96% of 642,000 public complaints, adhering to a strict 30-day resolution deadline.

Power availability has seen a dramatic increase, surging from 350 MW to over 10,000 MW, with the state also providing substantial power subsidies to support this growth.

Infrastructure development is ongoing, with four airports currently operational and an additional ten under construction. The state is also developing six expressways and numerous other road projects.

Integrated Development Corridors

Water management initiatives have expanded irrigated land from 2.1 million to 4.4 million hectares, primarily through river water management for the Kosi, Gandak, and Ganga rivers.

Plans include developing integrated four-lane roads and industrial corridors along these major rivers, incorporating industrial parks, educational hubs, and modern townships.

The state is also exploring inland water transport connectivity from Haldia to Birpur to significantly boost trade in the Indo-Nepal region.

Social and Urban Transformation

Urbanization efforts include a new policy aimed at developing 12 modern townships across 350,000 acres.

The Chief Minister’s job creation target of 10 million opportunities in the next four years represents a doubling of the 5.3 million jobs generated during the previous government term.

Women empowerment initiatives are a prominent feature, with over 4.3 million women becoming ‘Lakhpati Didis.’ Furthermore, women now hold 59% of elected local governance positions, a direct outcome of a 50% reservation policy.

Educational reforms include establishing 211 new degree colleges, alongside measures to ensure examination integrity. The development agenda also encompasses religious corridors and the restoration of Nalanda University.

Chief Minister Choudhary concluded by extending an invitation to global and domestic industry leaders, affirming that Bihar’s projected growth will be a significant contributor to the ‘Viksit Bharat’ vision.
