RBI Officers Demand HR Policy Overhaul & Time-Bound Promotions

The Reserve Bank of India Officers’ Association has called for an immediate overhaul of the central bank’s human resources policies. This demand specifically includes implementing a time-bound promotion framework extending up to Grade E.
In a letter addressed to RBI Governor Sanjay Malhotra last week, the staff body cited a survey revealing a significant loss of confidence among officers regarding equitable career progression opportunities.
Erosion of Career Progression Confidence
A substantial majority of officers do not anticipate reasonable promotion opportunities throughout their remaining careers. Many also believe their career trajectory lags behind peers in similar financial institutions.
The primary concern stems from the promotion policy announced on May 26, 2026, which the association argues fails to address existing bottlenecks in career advancement.
Financial Upgradation Scheme Under Scrutiny
The Bank had previously offered a Financial Upgradation (FU) to officers after seven years of service within grades A, C, and D. However, the Reserve Bank of India Officers’ Association conveyed its non-acceptance of this proposal.

Beyond promotions, the association also highlighted the critical need for a more inclusive work environment, particularly for women officers. While the Reserve Bank has made commendable progress in enhancing women’s representation, its personnel policies have not evolved at the same pace.
The Officers’ Association believes a modern central bank must complement its gender diversity initiatives with equally progressive workplace policies. This ensures an environment that truly supports all its employees.
