Sebi Confirms Closing Auction Session as Permanent Feature
By Market Desk
India’s Sebi confirms the Closing Auction Session as a permanent market feature, addressing participant feedback to enhance price discovery and market competitiveness.
The Securities and Exchange Board of India (Sebi) has confirmed that the recently introduced Closing Auction Session (CAS) will remain a permanent fixture in the market. Sebi Chairman Tuhin Kanta Pandey announced this during the Sebi Symposium on Cyber Defence in Mumbai, even as the regulator works to address feedback from market participants.
Pandey clarified that Sebi is diligently analyzing trading data and feedback, particularly from options traders, to pinpoint areas for improvement within the CAS framework. He highlighted CAS as a pivotal market reform designed to enhance price discovery and reduce divergence between indices, a positive sign already observed.
Understanding the Closing Auction Session
The Closing Auction Session is a critical mechanism intended to attract foreign portfolio investors (FPIs) and facilitate passive investing in India. Its success is intrinsically linked to the broader goal of making Indian markets more robust and globally competitive.
Sebi is reviewing all suggestions, including those from social media, through direct discussions with market participants. Pandey anticipates that a rise in overall participation in CAS will naturally alleviate many of the current concerns expressed by various stakeholders.
Future Reforms and Dismissed Concerns
Another key regulatory focus is the urgent revamp of the stock lending and borrowing mechanism (SLBM). This reform aims to further bolster participation in the CAS, with a dedicated working group established to propose a new framework after consulting industry participants.
The Sebi Chairman also dismissed concerns regarding a potential increase in tracking errors for mutual fund schemes due to the new pricing mechanism. He noted that international market participants have largely welcomed the introduction of the CAS.
Implications for Market Evolution
Pandey advised against direct comparisons of India’s CAS with similar mechanisms in other global markets at this nascent stage. The regulator’s ongoing review and commitment to refining the system underscore its strategic importance for India’s financial landscape.
The permanence of CAS, coupled with the impending SLBM revamp, signals Sebi’s clear intent to modernize market infrastructure. These initiatives are crucial for improving market efficiency and attracting greater investment flows into India.
