Tamil Nadu Budget 2026-27: Focus on Education, AI, Welfare

Tamil Nadu Finance Minister N. Marie Wilson unveiled the TVK-led coalition government’s inaugural State Budget for the financial year 2026–27. This comprehensive budget strategically allocates significant funds across key sectors, prioritizing education, health, and social welfare initiatives.

Budgetary Focus and Key Allocations

The budget outlines substantial financial commitments, with education receiving the largest share. The School Education Department was allocated Rs 44,527 crore, while the Higher Education Department received Rs 8,393 crore.

Significant funds also went to the Health and Family Welfare Department, which secured Rs 23,357 crore. The Energy Department received an allocation of Rs 15,828 crore to support its operations and various initiatives.

Transforming Education with New Schemes

A series of educational initiatives aim to modernize infrastructure and expand access. The ‘Palli Niraivu Thittam’ will modernize 3,734 schools, backed by an investment of Rs 2,132 crore.

The ‘Perunthalaivar Kamarajar Breakfast Scheme’ is set to expand to Classes VI-VIII, benefiting an additional 15.14 lakh students through an allocation of Rs 710 crore. College students will receive laptops under the ‘Vetri Laptop Scheme’, funded with Rs 2,000 crore.

Furthermore, the ‘TN-SUDAR’ project plans to construct 200 integrated student hostels, providing 1 lakh beds at a cost of Rs 3,200 crore. These measures collectively target comprehensive educational upliftment across the state.

Doubling Free Power and Energy Subsidies

The energy sector sees a significant reform, with the free power entitlement for eligible domestic consumers doubling from 100 to 200 units. This expansion is supported by an allocation of Rs 1,545 crore.

The government has also earmarked Rs 18,860 crore for broader power subsidies. This includes a specific allocation of Rs 5,000 crore designated for the Tamil Nadu Generation and Distribution Corporation.

Extensive Social Welfare and Farmer Support Programs

Social welfare schemes are a cornerstone of the budget, including a Rs 5,932 crore cooperative crop loan waiver that will benefit 14.43 lakh farmers. These measures underscore a commitment to agricultural stability.

New welfare initiatives include the ‘Thai Maaman Thanga Mothiram Thittam’, which provides a 1-gram gold ring to babies born in government hospitals, allocated Rs 560 crore. The ‘Annan’s Seer’ scheme offers an 8-gram gold coin and a silk saree to eligible brides, supported by an Rs 812 crore allocation.

Pioneering AI and Space Industrial Growth

The budget also looks towards futuristic development, with plans to establish ‘Arivagam’, India’s first dedicated AI city. A feasibility study for this ambitious project has been allocated Rs 5 crore.

The regions of Thoothukudi and Tirunelveli are slated for development into a Space Industrial Investment Zone, fostering high-tech growth. Youth skill development programs are also a key focus.

The ‘Vetri Skill Training Scheme’ targets 12 lakh college students and 1 lakh unemployed youth. An AI program, in collaboration with IIT Madras, aims to train 5 lakh youth by 2031, preparing the workforce for future industries.

Strategies for Boosting State Revenue

To support these extensive initiatives, the government anticipates generating an additional Rs 15,000 crore in revenue. This will be achieved through a multi-pronged approach.

Measures include establishing an expert panel on revenue augmentation and implementing a higher privilege fee on liquor manufacturers, projected to generate up to Rs 1,000 crore annually. Further contributions are expected from faceless GST assessment, registration, and mining computerization efforts.

The 2026-27 Tamil Nadu budget, presented by Minister N. Marie Wilson, lays a significant groundwork for both immediate social benefits and long-term economic transformation. By focusing on education, health, and advanced technological infrastructure, the government aims to propel the state towards comprehensive growth and development.
