India’s government introduces incentives for cheaper domestic gas, boosting Piped Natural Gas (PNG) connections and City Gas Distribution (CGD) expansion from September 2026.

The Indian government has unveiled a new incentive scheme designed to significantly accelerate the rollout of domestic Piped Natural Gas (PNG) connections across the nation. This initiative, set to commence on September 1, 2026, directly targets City Gas Distribution (CGD) companies to expand their networks and activate unbilled connections.

Under the new framework, CGD firms will receive an additional 200 standard cubic metres (SCM) of lower-priced domestic APM gas. This allocation is tied to every new billed PNG connection they establish above a specified threshold, providing a direct volume-based incentive.

Mechanism for Cost Reduction

This strategic allocation enables CGD companies to substitute more expensive imported liquefied natural gas (LNG), typically utilized in their CNG transport operations, with the newly available cheaper domestic gas. This replacement is projected to substantially reduce their overall gas-sourcing expenses.

Currently, India possesses approximately 1.74 crore domestic PNG connections, a figure the government aims to significantly increase through this scheme. The financial impact is profound, with the payback period for capital expenditure on domestic PNG connections anticipated to decrease from around 10 years to just three years.

Driving Network Expansion

Such a dramatic reduction in the payback period creates a much stronger financial incentive for CGD companies to invest in expanding household PNG access. The scheme specifically encourages firms to not only activate existing unbilled connections but also to extend their infrastructure into new geographic areas.

By directly addressing the economic viability for distribution firms, the government’s move is poised to significantly broaden access to piped natural gas for households nationwide. This strategic intervention aims to bolster energy access and affordability for consumers.
