India’s Finance Ministry kicks off the FY28 budget process, setting strict October deadlines for ministries to submit financial estimates and revise FY27 figures.
The Indian Finance Ministry has officially commenced the Budget 2027-28 preparation cycle, issuing a Budget Circular that imposes stringent October deadlines on various ministries and departments.
This critical exercise aims to provisionally finalize the Budget Estimates (BE) for 2027-28 and revise the Estimates (RE) for 2026-27, necessitating timely and accurate financial submissions from all government bodies.
Key Dates for Budget Submissions
Financial Advisers are specifically mandated to input their required information into the Union Budget Information System (UBIS) by the deadline of October 6.
Following this, the crucial pre-budget meetings are scheduled to begin on October 12, a process that will continue through mid-November to review and consolidate departmental proposals.
Furthermore, all estimates pertaining to tax receipts must be submitted to the Finance Ministry by October 15, ensuring a comprehensive view of government revenues.
Expenditure Guidelines and Fiscal Responsibility
The circular also underscores the importance of realistic spending projections, urging ministries to prioritize committed and ongoing expenditures over any new schemes.
It emphasizes the need for rationalizing overall expenditure, ensuring fiscal prudence throughout the budgeting process to maintain financial stability.
Ministries are additionally tasked with ensuring that all schemes intended to continue into the 16th Finance Commission cycle undergo proper appraisal and receive the necessary approvals.
Upcoming Milestones
Beyond the immediate October deadlines, disclosures required under the Fiscal Responsibility and Budget Management (FRBM) framework are expected to be completed by November 6.
The final expenditure ceilings, which will guide spending across all departments, are slated to be accurately reflected within the UBIS by the close of December 2026.
These structured deadlines ensure a methodical approach to budget formulation, setting the foundation for India’s financial planning for the upcoming fiscal years.
