India’s Income Tax Department has initiated a nationwide verification exercise targeting suspicious foreign remittances. This drive focuses on firms with minimal business operations, revealing shell entities and concerns over the proper issuance of Form 15CB certificates.

Understanding the Verification Drive

The extensive verification, launched on Tuesday, aims to scrutinize foreign remittances across the country. It specifically investigates the nature of shell entities, the individuals behind them, and the professionals responsible for issuing Form 15CB certificates.

Preliminary ground checks have already uncovered significant discrepancies:

  • Many entities making these remittances were either non-filers or filed income-tax returns reporting very small turnovers.
  • These reported turnovers showed no clear correlation with the substantial amounts of money being remitted abroad.
  • The turnovers also did not align with the stated purposes for which the remittances were made.

Key Findings and Professional Accountability

Data analysis further revealed that a considerable number of Form 15CB certificates originated from a relatively small group of professionals. The scope of this exercise has encompassed approximately 394 entities, including those situated in districts along India’s land borders.

The Department has emphasized the critical role of professionals in this process. Accountants who issue certificates in Form 15CB or Form 146 are expected to demonstrate due care, diligence, and professional judgment in their responsibilities. Further investigations into these matters are currently underway.
