Known as the “Maternal Uncle Gold Ring Scheme,” this program seeks to encourage families to utilize state-run medical facilities for childbirth. Health Minister Arunraj defended it as a crucial welfare measure, designed to improve public confidence and serve as a celebratory gift.
The scheme has a significant financial outlay and specific implementation timeline, reflecting its scale across the state.
- The initial phase targets 1.28 lakh rings for babies born between June and September, with an estimated cost of Rs 220 crore.
- The official launch is set for September 15, coinciding with the birth anniversary of former Chief Minister C.N. Annadurai.

Procurement and Retailer Involvement
The Tamil Nadu Medical Services Corporation (TNMSC) managed the tender process for the gold rings. Work orders for the initial 1.28 lakh rings were distributed to major jewellery retailers.
- Joyalukkas secured 70 percent of the order, providing 89,949 rings.
- Kalyan Jewellers received the remaining 30 percent, amounting to 38,550 rings.
- Joyalukkas emerged as the lowest bidder, quoting a symbolic one paisa for additional expenses like processing, insurance, transportation, and BIS stamping.

Opposition Concerns and Government Response
The procurement process has drawn scrutiny from opposition parties, including the Dravida Munnetra Kazhagam (DMK) and All India Anna Dravida Munnetra Kazhagam (AIADMK). They specifically questioned the unusually low service charge quoted by Joyalukkas.
Additionally, critics raised concerns about TNMSC, an entity primarily established for procuring medicines and medical equipment, handling gold jewellery procurement. Despite these points, the government stands by its decision to implement the scheme.
