The Securities and Exchange Board of India (SEBI) has introduced a new distribution framework designed to significantly enhance retail investor access to corporate bonds and other fixed-income securities. This initiative specifically targets investors in Tier II, Tier III, and rural areas, mirroring the successful Mutual Fund Distributor (MFD) system.

Understanding the New Distribution Model

This framework establishes a new category of intermediaries called Fixed Income Channel Partners (FICPs). These partners will be registered with stock exchanges and appointed by Online Bond Platform Providers (OBPPs).

  • Educating investors about fixed-income products.
  • Assisting with necessary documentation.
  • Guiding transactions on regulated platforms.

The FICPs are crucial for bridging the existing gap in reaching non-urban investors. They adapt the proven MFD approach to the corporate bond market.

Addressing Limited Retail Participation

Despite substantial growth in the corporate bond market, retail participation has remained limited. The market expanded significantly over the past decade.

While the existing OBPP framework has simplified access, leading to a 546% rise in trades on Request for Quote (RFQ) platforms from FY25 to FY26, a structural challenge persists in reaching investors outside major urban centers.

Eligibility for Fixed Income Channel Partners

Individuals seeking to become FICPs must meet specific criteria set by SEBI.

  • Must be an Indian citizen.
  • Must be at least 18 years old.
  • Must have completed Class 12 education.
  • Must hold a valid NISM-Series: Fixed Income Securities certification.

This structured approach aims to professionalize the distribution channel for fixed-income products. The framework seeks to bring a broader demographic of investors into the corporate bond market, leveraging a familiar distribution model.
