Bengaluru Airport: New UDF for Arrivals, Lower Fees for Departures

Bengaluru Airport introduces User Development Fee for arrivals from Sep 1, 2026, while reducing departure fees. New rates effective April 1, 2026.
Bengaluru’s Kempegowda International Airport is set to implement a User Development Fee (UDF) for all arriving passengers starting **September 1, 2026**. This new tariff structure, approved by the Airports Economic Regulatory Authority of India (AERA), concurrently reduces the UDF for departing passengers.
The revised fee schedule will be in effect for a five-year period, from **April 1, 2026**, through **March 31, 2031**. This change marks a significant shift in how passenger charges are applied at the major aviation hub.
Initial Tariff Structure (April 2026 – April 2030)
For the initial phase of the new structure, specific fees have been set. Domestic arriving passengers will incur a fee of **₹125**. International arriving passengers will pay **₹426**.
Conversely, the domestic departure UDF will decrease from ₹550 to **₹300**. International departure UDF will also see a reduction, falling from ₹1,500 to **₹997**.
Adjustments from May 2030
Further adjustments to these rates are planned to commence on **May 1, 2030**, extending until **March 31, 2031**. During this subsequent period, the domestic departure UDF will be **₹160**, while domestic arrivals will be charged **₹65**.
International departure UDF will adjust to **₹854**. International arriving passengers will face a fee of **₹366** during this timeframe.
Future Changes and Exemptions
The Bangalore International Airport Limited (BIAL) has indicated that any additional tariff changes after **August 2029** will depend on the completion of major infrastructure projects. Specifically, the finalization of Terminal 2 Phase 2 is a key determinant for future adjustments.
Certain categories of passengers are exempt from paying the User Development Fee. These exemptions apply to children under **two years old**, diplomatic passport holders, and on-duty airline crew members, ensuring they are not subject to these charges.
