RBI Deputy Governor Swaminathan J warns Urban Co-operative Banks (UCBs) about escalating cyber and operational risks due to increasing reliance on third-party technology providers.

Reserve Bank of India (RBI) Deputy Governor Swaminathan J recently stated that Urban Co-operative Banks (UCBs) face complex risks, now unconstrained by their size or location. He highlighted that reliance on technology and external service providers exposes these banks to cyber incidents, digital fraud, and operational failures.

Many UCBs depend on third-party companies for essential services like Core Banking Solutions, payment applications, and data centers. While this outsourcing brings efficiency and access to expertise, it shifts critical banking functions outside the bank’s direct control.

Understanding the Heightened Risk Landscape

The Deputy Governor, speaking on August 7, urged UCB boards and senior management to thoroughly evaluate their reliance on these external technology providers. They must also assess their capacity to manage the associated risks effectively.

Swaminathan J emphasized that outsourcing does not transfer the bank’s responsibility for risk management. Even with a service provider operating systems, the bank remains accountable for several key areas:

  • Understanding the inherent risks involved.
  • Implementing appropriate safeguards to mitigate potential threats.
  • Ensuring the continuous operation of critical banking services.

Cyber threats and digital fraud do not differentiate based on a bank’s size, affecting both large and small institutions equally. Vulnerabilities present in common technology platforms can impact multiple banks simultaneously.

Collective Solutions for Scale Limitations

To address the challenges posed by their smaller scale, the RBI Deputy Governor suggested UCBs explore common infrastructure and sector-level arrangements. This collaborative approach could help build collective capabilities across the sector.

Given that over 1,400 institutions in the UCB sector encounter similar technological, skill, and operational hurdles, cooperation is vital. Entities like the National Urban Co-operative Finance and Development Corporation (NUCFDC) could facilitate such collective efforts, supplementing individual bank strength with sector-wide capabilities.
