Citigroup Inc. and Axis Bank Ltd. have forged a partnership to facilitate leveraged foreign-currency deposits for non-resident Indians (NRIs) in India. This collaboration aims to attract dollar inflows, supporting the Reserve Bank of India’s (RBI) broader economic objectives.
How the Mechanism Works
Under this arrangement, Axis Bank will issue standby letters of credit. These letters will back the financing extended by Citigroup through its offshore operations. This structure allows NRIs to leverage their invested amounts effectively.
The financing mechanism enables NRIs to amplify their foreign-currency investments in India. This offers a structured approach for individuals to access offshore capital.
Impact on Dollar Inflows
The partnership aligns with the RBI’s strategic efforts to attract dollar inflows into the country. These inflows are crucial for strengthening India’s foreign-exchange reserves and easing pressure on the Indian rupee.
The RBI had previously initiated a concessional swap facility in June to encourage foreign-currency non-resident (FCNR) deposits. This facility proved highly successful, accumulating over $65.4 billion by August 13.
The significant success of this initiative led the RBI to conclude the incentive a month earlier than its originally planned schedule. This demonstrates the strong response to the policy measures.
Broader Market Implications
This development creates new opportunities for global banks, even those without a direct retail presence in India. They can now offer offshore financing solutions to the Indian diaspora more effectively.
It is important to note that Citigroup had previously divested its retail banking business in India to Axis Bank in 2022. The current arrangement focuses specifically on institutional clients, rather than marking a return to retail banking operations for Citigroup.
