By Business DeskAdani Meets Karnataka CM Over Delayed Bengaluru Tunnel Road Project

Gautam Adani and Karnataka CM DK Shivakumar discuss the stalled Bengaluru tunnel road project. Adani Enterprises’ bid significantly exceeded initial estimates, causing delays.

Gautam Adani, Chairman of Adani Group, recently met Karnataka Chief Minister DK Shivakumar. Their discussion centered on the protracted Bengaluru tunnel road project, a significant infrastructure initiative where Adani Enterprises previously submitted the lowest bid.

Bengaluru’s Key Infrastructure Initiative

The proposed 17-kilometer Hebbal-Silk Board tunnel road is a flagship project for Chief Minister Shivakumar, designed to significantly ease severe traffic congestion across one of Bengaluru’s busiest corridors. This ambitious undertaking has been in review following the bidding process.

Approximately eight months prior to the recent meeting, Adani Enterprises emerged as the lowest bidder for the project. However, the company’s bid diverged substantially from the state government’s initial financial projections.

  • Project Length: 17-kilometer Hebbal-Silk Board tunnel road
  • Government’s Initial Cost Estimate: Rs 17,698 crore
  • Adani Enterprises’ Bid Difference: Approximately Rs 4,600 crore higher than estimate
  • Government Contribution (max): 40% of the estimated project cost for this public-private partnership

The significant difference between the bid and the government’s estimate necessitates further review and approval by the Cabinet. Sources indicate that Adani likely discussed the ongoing delays and the group’s continued interest in the project.

Project Delays and Political Opposition

The project, intended to be executed in two phases by Bengaluru Smart Infrastructure Ltd (B-SMILE), remains pending Cabinet approval. The prolonged delay could potentially lead to increased costs, a point likely raised during the meeting.

Beyond the financial discrepancies, the tunnel road has faced considerable opposition from various citizen groups and the BJP. Critics have questioned its overall utility, financial feasibility, and the potential burden of tolls on commuters.

Adani Group’s Broader Investment Landscape

The Adani Group is actively expanding its investment footprint across India, including in states governed by Congress and other opposition parties. This demonstrates a strategic approach to national infrastructure development.

For instance, the group announced investments exceeding Rs 12,400 crore in Telangana in 2024, building on Rs 10,000 crore already invested. Furthermore, a commitment of Rs 42,700 crore has been made in Tamil Nadu, showcasing a wide-ranging investment strategy.

The Kerala’s UDF government is also working to develop the Adani-operated Vizhinjam port into a strategic logistics hub. This diversification underscores the group’s extensive engagement in India’s infrastructure sector.

The Bengaluru tunnel project, a crucial public-private partnership, awaits resolution on its financial structure and Cabinet endorsement. Its successful implementation could significantly reshape urban connectivity in Karnataka’s capital.
