India Slashes Coking Coal Imports: New Sourcing Strategies

India’s coking coal import bill dropped 39% in FY26 due to strategic sourcing from Russia & US, reducing reliance on Australia and adopting new technologies.
India successfully reduced its coking coal import bill to $11.76 billion in fiscal year 2026, marking a significant 39% decrease from $19.2 billion in FY23. This reduction reflects a strategic re-evaluation by Indian steelmakers, shifting their reliance from traditional, premium Australian coking coal towards more cost-effective global suppliers, fundamentally altering the nation’s import dynamics.
The structural shift is evident in the substantial decline in imports from Australia, which dropped in value from $10.63 billion in FY23 to $5.1 billion in FY26. While the volume of Australian imports decreased by a modest 9.24%, the dramatic fall in value suggests Indian firms adeptly negotiated better terms or discovered more economical alternatives, thereby optimizing their procurement framework.
Russia has emerged as a particularly attractive source, with import volumes more than doubling to nine million tonnes by FY26. Crucially, the total import value from Russia increased by only 6.25% to $1.23 billion, illustrating the significant discounts secured in this new sourcing channel. Concurrently, the United States solidified its role as a key partner, with Indian coking coal imports from the US rising by over 36% to 9.90 million tonnes in FY26.
This diversification strategy was further bolstered by a general softening of global commodity benchmarks. Australian benchmark coking coal prices, after peaking in 2023, declined to approximately $138.5 per metric ton by June 2026, a notable reduction from highs of $172.8 in 2023. This broader market trend provided a favorable backdrop for India’s strategic procurement adjustments.
Beyond supplier diversification, the Indian steel industry has embraced Pulverized Coal Injection (PCI) technology. This method integrates high-quality coal powder directly into blast furnaces, allowing for the partial replacement of more expensive metallurgical coke. This technological adoption represents an internal cost-optimization framework, directly contributing to reduced production expenses for domestic steel producers.
Despite these proactive measures, the Indian steel sector remains structurally vulnerable to global market fluctuations. India’s domestic coking coal reserves are largely of lower quality, making their processing for industrial use economically unfeasible at scale. Consequently, a vast majority of the high-grade coal essential for large-scale steel production must still be imported.
This persistent dependency means Indian steel producers are inherently exposed to international price volatility, ocean freight charges, and potential geopolitical risks. The ongoing challenge for the sector involves balancing the benefits of diversified sourcing and technological advancements against the fundamental reliance on imported high-grade coking coal, a dynamic that will continue to shape profit margins and competitive positioning.
