The Reserve Bank of India (RBI) has introduced comprehensive new deposit rules, set to take effect on October 1, 2026. These changes will significantly influence how banks manage and disclose interest rates, particularly impacting fixed deposit (FD) investors.

Understanding the Regulatory Shift

The revised instructions are formally known as the Reserve Bank of India (Commercial Banks – Interest Rate on Deposits) Second Amendment Directions, 2026. These regulations aim to bring greater transparency and uniformity to the banking sector.

The initial draft for these significant changes was issued on June 5, 2026. The effective date for these new rules is October 1, 2026.

Uniformity for Retail Depositors

A key mandate is the requirement for banks to apply uniform interest rates for similar retail deposits. This uniformity must extend across all branches and to every customer on the same day.

The RBI’s intention behind this measure is to simplify the process of comparing rates for retail depositors. Banks are now obligated to strictly adhere to the interest rate schedules they disclose in advance on their official websites.

Flexibility in Bulk Deposit Pricing

In contrast to retail deposits, banks will gain more flexibility in how they price bulk deposits under the new framework. This allows them to consider differential run-off rates, which are related to the Liquidity Coverage Ratio (LCR) framework.

To ensure transparency for these larger deposits, banks must publish the applicable interest rates for bulk deposits on their websites. This disclosure is required by 10:10 am each business day.

Broad Applicability Across Institutions

The new regulations are not limited to a single type of financial institution but apply broadly across India’s banking landscape. This comprehensive approach ensures widespread compliance and impact.

The rules cover commercial banks, small finance banks, and regional rural banks. They also extend to payment banks, local area banks, and urban cooperative banks.

These significant revisions, which also extend to Rupee deposits of non-residents, are designed to strike a balance. They provide banks with enhanced flexibility in pricing bulk deposits while simultaneously ensuring transparent and consistent disclosure of interest rates for all depositors.
